Leadership Exchanges & Secondments
What:
The Government Non-Profit Initiative (GNPI) is seeking individuals and organizations to participate in leadership exchanges between government and non-profit sector representatives. The goals of these exchanges are to build leadership capacity within the government and non-profit sectors, advance the issues being addressed by the GNPI, and build mutual understanding of our respective sectors.
Why:
There are many personal, organizational, and sector benefits to participating in Leadership Exchanges which include:
- Supports development of an employee’s knowledge, skills, relationships, abilities and experience
- Enhances employee engagement and loyalty through job variety and exposure to different work environments
- Strengthen the knowledge base between the sectors and within organizational structures
- Transfers valuable human resource skills and allows for a broader range of views, ideas, and perspectives
- Builds mutual respect and understanding between the sectors
- Provides opportunities for late or mid-career persons seeking change
Leadership Exchanges also further the overarching goals of the GNPI to build a strong relationship between the sectors for the benefit of individuals and communities of B.C.
Who:
GNPI is looking for participants to put forward Government of B.C. or Non-Profit Sector (NPS) individuals or positions to take part in exchanges between the sectors. Direct person for person exchanges are preferred, however, we will review all opportunities presented including:
- All levels of positions (junior through senior) open for consideration
- Short and/or long term assignments
- Project and/or position based secondments
- Existing and new temporary assignment positions, including back fill for leave/maternity
- True exchange (lateral exchanges)
- Development opportunities
- Transition opportunities (late career); build skills to transition to next stage of career
- Succession planning/ knowledge transfer
We are considering candidates from all levels of seniority and within our four priority areas:

Process & Timelines:
Participants and organizations will be selected based on organizational benefit, individual benefit, opportunities for career development and the identified skills that are needed in each organization. Selected exchanges will strive to have a range of participants within the three career lifecycles and four priority areas.
Exchanges will fall under the Secondment Agreements outlined by the Public Service Agency (PSA). Participating employees will continue to be paid by their base organization, that will then journal voucher the host organization for reimbursement. This will protect the participating employees’ position, seniority, salary, benefits, and premiums, while allowing them to successfully partake in the exchange. Employees must agree to return to their base organization for a minimum agreed upon period in order to ensure that knowledge transfer is returned to their home organization.
Expression of Interest applications to nominate positions or persons must be submitted by 12pm on October 5, 2009. The GNPI Council Office will follow up with potential candidates for further information. Due to the anticipated high volume of applications, only select candidates will be contacted. Exchanges will likely occur on a regional basis due to limited budget to support relocations.
Potential matches for Leadership Exchanges will be brought forward to the GNPI Leadership Council in early October. Candidates will be notified if they are successful as soon as possible after that date.

Positions & People Identification:
Opportunities to take part in Leadership Exchanges will be identified by:
- Self identification from non profits and government ministries
- Self identification (or identification by colleagues) of potential participants based on assessment from Review Boards (HSD/EPDPs/Performance Appraisals)
- Nomination by Leadership Council
How to Apply:
There are two methods to apply:
- Application of available position(s)
- Nomination of person(s) to participate in exchange
Please fill out the appropriate sections in the attached Leadership Exchange Expression of Interest form and submit them to GNPI@gov.bc.ca by 12pm on Monday, October 5, 2009. Please note that within this application form, there is a separate section to nominate a position or person.
